It's illegal (officially, but haven't heard of anybody been fined yet) to wash the car in a place that is not equipped to do so (ie carwash) in most EU countries.
If you don't know why, try drinking some shampoo or water mixed with grime and oil from the car...

You are all missing the point - besides the car washing, NO water except rain water may go into the storm drains - not even the water that runs off your roof and out your gutter down pipes.

Basically this places the home owner responsible for water that leaves their property - even water that came out of the sky.
