Why isnt my cpu running at full speed

i have
e6300 core2duo cpu @1.86ghz

with

Intel DG965Wh motherboard

when i use cpu-z and other program
it is showing i am running at 1.6ghz

what the fuccccccc
and this motherboard cant overclock or anything

Restart your PC. During the system loading, before the Windows GUI appears, you should see your cpu clock printed. If it is 1.6Ghz then you must have changed your bus speed or multiplier, check those settings in BIOS. They should read 7x for multiplier and 266 for FSB.

if you dont know how to mess with the bios, just go in there and set things to default.. should work..

with this Intel board there is no informatiion when system boot up
only ask if u want to go to bio

i know where the problem is, i use EVEREST ultimate edition, and foudn out my cpu is running 6x cpu muliplier instead of 7

but the weird thing is, there is no where to change cpu option on this Intel motherboard

and i set to the default, doenst work

i am runing vista64 business

there has to be an option in the bios to change the multiplier..

its most likely the intel speedstep. i'm not very familiar with the core2 series from intel but i know that they use a speedstep which when the cpu is idle the cpu will clock down to save on energy.

it does this by lowering the multiplier. if you load up a program such as winzip or photoshop you should see your full rated speed in the windows task manager.

Weird stuff. Could it be that the CPU cooler might not be functioning ok so that it doesn't run at full speed just for safe measure?

i htink u are rite
i keep the cpu-z on the entire time,, and at times when the appliation gets heavy, it gets to full speed
