Default Streaming captured video??

Hey, if anyone knows of any software or neat tricks to be able to do this i'd be very interested!

Ive got a TV capture card, which is fine, however i need to be able to transmit this recorded programming overseas via the internet. Streaming it via an MSN web chat or something along those lines would be fine.
My first idea was to capture, then reduce the quality with virtualdub then upload to an ftp. However, virtualdub doesnt seem to like the captured video, refusing to open it, so i cant resize it! Meaning i'd have over a gig to upload which aint happening!

So, here is my predicament!

Any help would, as always, be much appreciated guys

For the WMP format streaming you can use Windows Media Recorder but for the rest (Flashplayer) I try to pick them in Temp. Internet files usually they are there ...
