Because it's organised by Ferrari club ... Or was at the beginning.
Anyway, it's one of the biggest hill cimbing events in Europe with all the top drivers (and cars) racing ...

If u use Download Accelerator it recovers the link every time it gets interrupted without any loss. Otherwise its impossible to download from there.
