Uhm.. it all depends by shutter speed and car speed, but I'd say with anything from 1/100 sec or more, if you will move the camera following the car and keeping it in the center of the pic, the result should be something like this and won't be too bad:
And of course you should be as close as possible since you don't have massive zoom

Great combo! Those black wheels look very good on the yellow GT2. And a GT3 RS is always a sexy sight

Uhm... with a good digicamera you can easily take such a pic on a average sunny day, but again, if you are too far away, anything this side of a SLR will be a bit "underpowered" because you would need maybe more optical zoom

Yes I know him quite well. But he has an expensive camera. No real need for that. Like TT said, a camera with a good optical zoom (10x or so) is sufficient.
I only have a little camera with a 3x optical zoom. This is not sufficient when the cars are far away. Take for example the following pic, taken at aprox. the same place as the above pic:
I can't zoom enough here. But if the cars are closer I can make far better pan action shots, like this one (don't mind the blue colour balance in this pic though :
I still need a bit more zoom here, but it's quite ok. So there is no need for a super expensive camera. Buy one with good overall qualities (mega qualities are not needed, cause that will cost you a lot more) and an (optional) 10x optical zoom, or more.
