I saw those a while ago i think it would do something when its on which is only under w.o.t. but when its not on i think it would just block air flow.

produced results as high as 20 horsepower and 24% increases in mileage. Other independent studies yielded results as high as 35 HP and 31% MPG
Yeah, right
It maybe can enhance power just a litlle, little, little little bit. But most vortices and swirls in the intake system are produced by the shape of the bends and the way the intake air travels passed the htorttle butterfly and intake valves. Those little flaps after the air filter aren't going to influence the airflow much

On a turbocharged, or supercharged engine this is completely useless since the flow is totally changed after it passes through the turbo or compressor.

Can I use more than one in my vehicle?
Yes, in Fuel Injection/E.F.I. vehicles, up to three Turbonator's have been installed by automotive enthusiasts that race their vehicles

Will The Turbonator Fit my vehicle?
Yes, we have a Turbonator for every vehicle with any stock or aftermarket intake system.
- Hello, am I speaking to Turbonator.com?
- Yes you are
- You're speaking with M. Schumacher. I would like to buy 5 turbonators for my Ferrari F2004. How much horsepower would I gain?
- Well, one Turbonator increases up to 20 bhp, so five of them would give you an extra 100 bhp.

A guy I know ordered one because he worked at a motorsports shop and thought he would put it to the test...the result was it was an absolute POS!! I think he gained the same power as the CAI he had put on.

that stuff about the combustion burning better, i watched some thing on tv about a guy in France i think it was, he would cut grooves into the top of the cylinders and it would add more MPG and HP, There is also the Tornado out there, I dont think any of the little techniques help much

Will make f' all difference, a turbulent flow into the intake is advantagous for mixing purposes, but most manufacturers know what they are doing, for it to make any advantage the original design would have to be terrible.
