Might be true. If it's so we should see such a power output increase on the upcoming M6 CSL, which wasn't the case of the M3 CSL with only 16hp increase.

I think it concerns both - as much as possible
Probably not as much as you think. the 16bhp increase might be the result of BMW attempt to improve the engine response by beefing up the torque or something. Plus I'm sure there lots of tuner M3 in US that punching out 400+bhp without resorting to turbocharging. Like it or not warranty claims, engine durability and reliablity are high on BMW list when they're building mass production cars. Since weight reduction are unlikely to cause catasthrophic mechanical failures under warranty from wannabe racers abuse, I think BMW built the CSL as light as possible. After all CSL stands for Coupe Sport Lightweight.
