LOL i'm 99% sure its a fake/ from a movie, no way they they should be allowed to do that sort of thing, if it looks to much like hollywood it probably is  Yes they are trying to stop someone before they kill someone with their driving, but I highly doubt they would take so many risks to apprehend him.
