Improving Picture quality help!!!

I think this is the rite place to put this. Anyways I have a Cannon Elur 60 or 65 camcorder. Its a pretty neat little camera but my picture quality is bad for some reason? I havent messed around with it alot since I have no clue what the hell everything does! This is the camera -


Anyways how do I get rid of these little green dots to have a more cleaner and smoother looking picture? I have circiled the little dot thingy I am talking about.
