Pretty true. Ive had some run ins with nice ones but mostly they are jerks. I have noticed though, that they seem to differ depending on their surroundings. When I was going to USC and living in a not so nice area around downtown LA, cops were a lot nicer when they were just dealing with a speeder or a loud party realizing that there were potential threats much greater that they could focus on. In my hometown of Manhattan Beach, cops dont have a whole lot to do so they tend to harass people a little more IMO They dont really have to worry about gang violence in the more affluent areas, so they pick on skateboarders, minor traffic offenders, etc.
