However in Ukraine and Russia it is not uncommon to see a highway patrol S600 or a fancy audi etc...

And no they dont pay for them, they are confiscated from criminals and such...however they should be selling them on auctions and raising money...but cause they are corrupt they simply stick some cop badges on them and drive S600s instead of a government issued Skoda, Lada or Daewoo
