Considering a DL photo is a picture ID, and you cannot positively ID a veil with eyes showing - on those grounds alone, religious protection or not should be thrown out the door for this one - unless of course the drivers license could be a pictureless non-ID version.

Afterall, there is no way to prove the person in the photo is the person showing the ID when requested.

Simple common sense really.
