Since Eurosport does not broadcast Le Mans this year there is a live Le Mans stream:

Videostreams from RTL Sport can only be viewed from within The Netherlands. According to our system, your computer is not situated in The Netherlands, so unfortunately you don't have access to the videostream you requested.

^ just find workig proxies located in netherlands, then setup your computer to use proxies and connect to those netherland free proxies.

There are software programs that you just put in proxy servers and it tries to connect to them and when a light is green, you mask your IP. Ill try to do it myself (it has been a while) and if easy enough, Ill post pics on how to.
