no cost - you have 333mb disc space for beginning and on (apparently) request you get unlimited disc space, cannot post direct link but your "profile" where are all of the files you have(vids files only) copyrighted material like shows and stuff is not allowed - will be deleted and so on. File must be described or will be deleted.

For downloading - you can use dl accelerators but only dl one file at a time with max 2 streams, speed is not THAT fast but with dl acelerator - hell yea!
