Kal-el has the right idea. be honest man, otherwise you might miss out on a good thing. At the very least you'll find out if she's down or not. You're better off finding out the truth.

From my experience, one thing is over the phone or using computer... you have to be in front of her when you do your stuff. Go over there (shows you are in fact interested) and talk to her. See how she acts with you. There has been a girl which has and still is in love with me for 4 years. For the same reason as yours (me having a GF), nothing happened. She has had like 5 boyfriends and whenever I talked to her over the phone she seemed happy. Once I was with her, treated her nice and made her laugh... 2 days after she broke up with them. Women are weird, if they feel you are close and they feel good with you... they do stupid stuff.

p.s. 2 days before coming back to the U.S. I got a little something, shall we say "farewell"?
