Wich program to add subtitles ?

Hi, could you give me advices or names of programs to add persoanl subtitles on my videos please ?
I have french videos on VHS and now i can put them on my PC but i would like to add english subtitles so that everybody could understand what happened.

Thank you but i think it's not what i searched. In fact i have to write the subtitles myself as they doesn't exist and then input them on the video. I saw this "Stream SubText" but i need a password to install it and they don't answer me to give it for the trying period.
