Default Electrical Problem with Alfa 146 ti

My brother is having a second hand Alfa 146ti which seems to have a weird problem with its electrical system. Every lighting in the car (and I mean every) pulses. Headlamps, interior lighting, instrumentation display, clock heck even the radio lighting pulses. The pulses aren't that big but noticeble. The rate which it pulses isn't influenced by the engine speed. Has anyone had this problem before?? Is this a bad sign??

his voltage regulator is fried, very common on Alfas, rather easy to do too...

fix that asap as european alternators tend to stick in the overcharge side and that can damage ECU and other pricey components

MMmm, my dad has an alfa 146 ti, never had that problem though, other things have broken down but the electrical system is still running good...weird..
