CS Source is just Counter-Strike using the Source engine from Valve. As you can see the graphics are much more advanced in this engine.

No you can't buy it yet. Only the beta version is available on steam. And you can only play de_dust and a couple of other custom maps. There are already tons of servers for the game even though its a beta. If you want to play it now, you can purchase CS:CZ through steam and then get CS source with that.

You can download it off steam if you have CZ and you have that ATI coupon thingy if you bought an XT card. Or you can download it off bittorent or some other p2p program.
I wonder what those people who run CS on their crappy comps would do once this comes out. I'm guessing they'll have to play at some shit resolution and get destroyed by people with better comps.

Well there is no installer. You have to use the Steam client which I am pretty sure can't be hacked or anything. This is a good idea from Valve because the only way you can play is if you pay or use a friends account(which doesnt let your friend play while you are). So you need to buy CS: condition zero.
Edit: I don't think you can dl it using torrents or p2p because you have to use steam to install it. But I am not completely sure.
