Default Safety Inspection

This fall, I will probably be looking to buy the cheapest form of transportation I can get my hands on that will pass a safety inspection. It may need to pass an emissions test too, but if I get a car thats more than 20 years old it wont have to. My real problem is the safety test though. For my mustang it cost me almost $1000 in repairs and fixes to get it to pass, so a worse off car would be loads more cash. What I really need it a list of things that are checked for a safety. I know they check brakes, steering, horn, lights, exhaust leaks, holes in the floor... but what else do they check for!?! Im challenging myself to get the cheapest possible legal car I can... plz help
