DONE. (Make the skull outline white with a strong black drop shadow. Add a red or yellow inlay to the flags/eyes.)

See how much better that skull looks now.

In my opinion the black wheels look more evil, but the red wheels will work if you want some contrast from the tires. The bronze wheels are just gaudy, and the light silver or white wheels are too bland. Maybe a black center with a red lip? That would also compliment the eyes/flags of the skull.

I can go wither way with the "Take No Prisoners" being on the side.
