Well, I guess you need to take this argument up with the German Federal Government -
they see Ruf as a manufactirer
Although one cannot say Ruf is not a tuner, they will and do in fact "tune" customers existing cars for them.
With regard to the his 9ff car, has it ever been tested back to back againts a "stock" CGT? I seem to recall a video test of some tuned CGT vs a stock CGT and the "tuned"car was uncontrollably over powered and turned out to be slower than the "stock" version if I recall correctly.
