Sucks how they don't allow those stick license "plates" here in the US. Although there are a few states where you don't need one for the front of your car.
After quickly looking through what WCF wrote about it, it seems like car is a giant, street legal shifter kart with aerodynamics.

Yeah in that photo it looks like the rear seat is shifted to the side a bit to allow them a better view.
I thought it was just like a fighter jet wit the passenger seat directly behind the driver.
