not gonna waste money on a new vcr, i havent watched a tape in like 5 years only dvds now

You might be able to convert the tape at a video store. There is a place close to where I live that does it, you just give them the tape and they convert it. You might want to look around in your area. Look for a "european" video store. One that specializes in tapes in a different language they might do the conversion for you.

If your pc has a video cap card or a video-in on your video card, you may try connecting the vcr to it. For most cap cards, there should be an option to use PAL signal! The manual may say it's for NTSC only, but that's for the tv tuner part only. Not sure if it'll work when the tape is being played on a NTSC vcr, but doesn't hurt to try

If it doesnt work, you should get a cheap multi-system vcr. They should be less than $200 now, it's probably cheaper than getting a store to convert it for you.
