I really hope that this gets passed. I doubt it will, but I support it wholeheartedly. I can see sitting next to someone at a traffic light, glancing over at the wheels of the car next to you only to see they're moving and feeling like you have to move too. (I wouldn't do that of course, but I can see how somebody might). I'd say that's a (stupid but) plausibly dangerous situation. Also, when you add mass to a wheel, in particular to the outer edges of a wheel, i.e. make the wheel significantly larger, as many spinner-style wheels do, you increase the moment of inertia, which makes the wheel harder to stop. So I can see that being an element which needs to be taken into consideration as a safety concern.

I can't wait to see these idiotic devices off the road. Need to dump them, wheels over 21" in diameter (as some cars come stock with them these days), SUVs, Pickup Trucks (the ones that aren't being used as pickups or vehicles that need off-road capability), etc...etc... or at least heavily tax them.
