Default networking problems

ill see if i can accurately describe what i have set up... as i seem to have forgotten exactly what i did a few months ago.

problem:
upload streams, and possibly d/l streams come to an abrupt end w/out warning affecting xbox live, and large file uploads. its quite annoying

cause: daisy chained routers likely set up incorrectly... i think

basically, there is a router upstairs where the modem, and my dad's computer are, and i have it set up where one port is sent to another router, then into the WAN port.
in order for me to connect the router to the internet, i had to specify the destination Lan ip... and default gateway.

in order for my router to recognize the other, it seemd i had to change the ip of the downstairs router.

solution? perhaps the ip is dynamic rather then static...
i am quite sure that i had no issues with this when i was ~able to have one router specify the IP range to both switches upstairs/downstairs. the ports were set up as a Uplink out, and port 1 input.
