Not familiar with the chain on the wheels but I suspect it is for you to get traction on icy surface.. But this guy thought he had a FWD mustang ..

Maybe he is smart and we don't understand let me explain. maybe he wanted his mustang to handle great.. So he put the chain on the front wheels for it to turn quickly although I really dought it will move quickly.. hehe..
