only one i can thing of is virtual dub. just go frame by frame and take screen shots of the clip and then stack them all up and save em as a gif in photoshop or imageready

Ulead GIF Animator. You can import videos. Not sure what extension, but you can use VirtualDUB to change to the desired extension and just import it to Ulead GIF Animator.
