It looks like one of the Radical cars to me. I watched that episode of 5th gear where vbh tests the Radical SR3 vs. the Ariel Atom for reference and the back ends seem pretty similar. The one in the original pic might not be an SR3 though.

Yeah...if I had to guess the car is probably a Radical SR3...possibly the Turbo, but I can't quite see enough of the engine, it's definitely not a Koenigsegg nor an Ultima, nor anything else. Definitely a Radical of some sort.

kid from my school made that its some small time motorcycle company.
BRIAN CASE, production design
Brian Case offers a wealth of experience, creativity and knowledge to the Confederate team as head of production design. Prior to joining Confederate, Case co-founded his own industrial design firm, Foraxis Design Solutions, in Pittsburgh. As lead designer and president of the company for five years, Case created solutions for clients such as the Alcoa, Toyota, Ferrari, Hewlett Packard and White Box Robotics. Case was instrumental in procuring key contacts in the robotics, automotive, motorcycle and consumer electronics industries. It was these contacts, his attention to detail, design and style and his ability to oversee a team of talented professionals that made Case a highly sought after team member by Confederate Motor Company. Case's primary responsibility is the design of the Wraith from concept to functional production motorcycle.
A graduate of the Art Institute of Pittsburgh with a bachelors of science in industrial design, Case has been a part of many exciting developments and creations throughout his career. As a CNC production manager for three years, Case was able to gain valuable experience in CNC milling, routing and trimming of plastics and aluminum alloys. His creative skill set in 2-D and 3-D computer modeling, rendering and animation, as well as his ability to develop creative and unique ideas through concept, ideation sketches, working drawings and finished prototype designs, has positioned him as an immensely valuable member of the Confederate team.
A grant from The National Science Foundation in 1997 allowed Case to design a human-powered snow vehicle, custom bicycle and special wheel for use in Antarctica. Having been published in numerous newspapers around North America and Europe, Case has also been recognized by the National Science Foundation for outstanding achievement in Washington, D.C. Case is also a member of the Industrial Designers Society of America (IDSA).
Case joined the Confederate team in January of 2006 where he helped set up the Birmingham office after the devastation of Hurricane Katrina leveled the New Orleans facility. Case and his team immediately restarted the Hellcat production and managed the assembly of 20 Hellcats by the end of 2006. Case is currently refining the Wraith preproduction prototype for production to begin in the summer of 2007.
Brian currently resides in the wooded mountainous region of Bluff Park, just minutes away from downtown Birmingham
