Windows 2003 server has a totally new engine, to be a high scale server, and win 98 is a less-security level OS for clients that has became obsolet cause of it´s securities problems and also engine speed.

So if you want to make a good network, a LAN in your house, for sample, install on the clients pcs the windows 2000 professional, that´s an excelent choice, very stable, trustful and also good OS. And in the main server(or in the servers around) install the windows 2000 server or the 2003 server(both are great, 2003 with more features and 2000 with more time in the market, easier to use and to handle).

With this set up, i guess u won´t face problems for a long time, of course if u got to handle everything well.
