Basicly ill give you the short story.
Q: What are the full movie and game rental terms now that BLOCKBUSTER® has stopped charging late fees?
A: Movie and game rentals are due back at the date and time stated on the transaction receipt. There is no additional charge if a member keeps a rental item beyond the pre-paid rental period. However, if a member chooses to keep a rental item more than a week after the end of the rental period, Blockbuster will automatically convert the rental to a sale on the eight (8th) day after the end of the rental period. Blockbuster will charge the membership account the selling price for the item in effect at the time of the rental. The selling price will be discounted by the amount of the initial rental fee paid by the member at the time of rental. If the member returns the item within 30 days of the sale date, Blockbuster will credit back to the membership account the amount previously charged to the member’s account or the member’s credit card, as applicable, for the selling price of the item, but the member will be charged a minimal restocking fee. All rental items must be returned to the proper BLOCKBUSTER® store.

So if you dont return the video/game by the 8th day after the inital return date it will automaticly be consitered a sale's transaction and the cost of the movie/game will be charged to your account minus your inital rental fees.
This deal is good for the guy/gal who forgets to return the movie on time and always ends up with a day or two of late fees. This is not for the guy who misplaces movies and only finds them weeks later.

OK being an employee of Blockbuster (not Block Buster) I can tell you how this all works.
firstly this was implemented as fishfreek said for the people that are always a day late or even late but after noon.
The movie will be charged to your account on the 7th day not the 8th (they changed it)
you then have 30 days from the day they charge your account to return the movie and get a full refund minus the restocking fee of $1.25
This isn't even Nation wide yet so some of the smaller Blockbusters in different regions haven't even started it.

so i can basicly keep a movie for a month and then return if and all i'll be charged is a buck 25, sounds like a pretty sweet deal to me.

what details?
when i first read the article they mentioned that the rental would be considered a sale and the person would be charged for it. so nothing new about it.

OK this was somewhat talked about a few months ago around the internet and news and all they said at that point was that there were no more late fees then when they went public they said that it would start on January 1st and that after 8 days you would have to purchase the movie that's it now it's 7 days and you then have 30 to return it. what they don't tell you is how much of a pain in the ass it is to return those movies after those 7 days and the fact that as soon as a movie hits the 7 day mark your account is on hold and if the account is not paid within 30 days it is either charged to your credit card or sent to collections. And no you can't have the cover box when you buy it (alot of people have been asking that)
On another note Blockbuster is going to go to the same style cases as Hollywood Video supposedly so that means they all have the cover art in them but we are not sure of when they will implement that.

It's all cuz of the Netflix pressure (the company which allows u to keep dvds as long as u want, u just have to mail them back and then u can get new ones.)
we'll see if this actually helps blockbuster.

oh yee of little knowledge.
Blockbuster was not really hurt by Netflix because people that rent from netflix get 2 movies at a time and have to wait for the damn thing to get mailed back to the warenouse and then have their new one mailed to them. people want movies on a Friday guaranteed not it might be in the mail. And what's even better is that Blockbuster is talking about having their online service working out of the stores all over the place so you can order it and come pick it up or you can have it mailed to you. And what if we just decide to buy out Netlfix like we are with Hollywood Video.
