Both of the sites on fusion are pretty squeekie clean, I can't imagine a government wanting a restriction on them. With BMWo6M6 posting on Jabbaworld you wouldn't be able to get this site, if that was the case.

Try googling fusor there are two sites right at the top, if you can't get either of them, then there is a problem. Wikipedia also has almost the same stuff.

The fusor device has almost no purpose, it uses more energy than it produces, it does not create fissionable material. It's a parlor trick.

As soon as its on the Homeland Security's radar screen it will probably be outlawed though or at least you wont be able to take it on as carry on luggage.
