If someone gives you a save, you will be playing their game. Vice City doesn't save individual missions, it saves your progress up to the save point. All events before the Dildo Dodo mission will be the other person's achievements, so it won't mesh (story wise) because they may have run the missions in different orders. He's referring to the flyer dropping mission. That mission does take some practice, but it is wholly doable.
