That's kind of the point - "photographers" are not the only people that "see stuff on the road", and the idea of encouraging everyone to "post what they come across" morfed into "if you are not Andy Warhol don't bother submitting material" can and does quickly reduce the number of submissions.

this is one point, agree - but
I repeat, check the WYST section and you see that about twice a month, something is posted. (Regardless of the quality of the photos)
