There is no maximum limit on cars in Formula 1, merely a minimum limit. There must be at least 20 cars on the field, hence why they do not want to lost another team, or else some top teams will have to start fielding 3 cars per race.
There have been seasons with upwards of 30 to 40 cars.

Oh thanks, yeah, I've heard about the 3 cars thing. . . It is just so expensive now to keep manufacturers in F1.
