The warning included that the terrorists were comming over water. Since the water boundery with Pakistan is rather small, it would seem that would be relatively easy to patrol.

Or if you loose contact with your ocean patrolers, maybe you look into it quickly. One of the Indian patrolers who was not killed, helped them navigate to Mumbai, before he was killed.

Yeah hindsight is 20/20. The Japanese zeros were spotted on radar 200 miles out from Peal Harbor in 1941, but they were assumed to be friendlies.

Small knives and box cutters were ok to bring on a plane prior to 911.

Thats the problem with surprise attacks, they are surprises.
I say a false flag attack.
