Yeah hindsight is 20/20. The Japanese zeros were spotted on radar 200 miles out from Peal Harbor in 1941, but they were assumed to be friendlies. Small knives and box cutters were ok to bring on a plane prior to 911. Thats the problem with surprise attacks, they are surprises.
