smoking causes cancer and the gov can step in and make it illegal if they wanted to but they have ALOT of money to make from it so they dont!!

Smoking doesn't cause cancer. It's juts that smokers tend to get cancer more often than non-smokers.
David Hume aside, it is impractical, and probably un-Constitutional in your country to ban smoking.
