Question: Do you want Digital or Film?
If digital, you are restricted by price to Point and Shoot cameras. There are many good makes but Canon and Nikon are still perhaps the best. Check out this site for reviews of cameras in your price range:

If film, there must be a lot of great used SLRs avaialble for that price
