In some parfts in mexico u can start driving at 15 but whith some restrictions and t have that licence u have to take like a course in a vw bug that has brakes on the driver and co pilot and also 2 stering wheels, its 2 weeks and its pretty easy u just drive around the city,part from that its all pretty easy.
