Do you realize how bad a 1.5L V6 would sound? It would sound like an RC engine. And the technology that goes into the cars goes way beyond the limits of the engine, and the only reason were seeing smaller engines is to restrict them and soon enough they will always find a way around the restriction and get right back to the power they were before so why not just engine restriction and let them get a governed V-12 which would sound amazing and the way F1 should sound. You would actually see more technology if they were less restricted such as aerodynamics that change for each turn which they won't allow anymore.
