Yeah, but Williams, McLaren and BAR, work in associations with other bigger manufacturers, and depend on how much this manufacturers are interested in spend. Any time the partnership might be broke, or just the decraese of investments, leaving a big winning team, almost orphan, look at Mclaren when it lost Honda's power plant.
Ferrari is the only case in the actual scenario of a manufacturer that "lives" the races and will aways put fat budgets on it. They depend almost exclusivelly on they reputation on motorsports to sell.
Thats why Ferrari is a eternal top.
