Max Mosley's reaction seems to be a kneejerk reaction to Ralf's accident at Indy and other accidents during testing where drivers faced several g's of deceleration which could be life threatening.

It was mentioned by him that Ralf faced 78Gs of deceleration in his crash. Note a normal human being will pass out well before 9Gs... hence Ralf's state of unconciousness for two minutes after the crash.

However, I think it was pure bad luck that he crashed at that particular spot due to the sudden deflation of the tire. Slowing cars down wont really help him much.
