Do you mean that faster cars would have extra weights, like some sort of penalty? Or just generally more weight fo everyone, that the speeds would come down?
They use that "penalty weighting" in Super 2000 race. You get 30 kg more in your car if you finish 1st, 20kg if you're 2nd, etc.

I wish also that they would keep the rules as they are. Eventually some driver/team will be able to fight Schumi/Ferrari, hopefully McLaren and Kimi
No, what I mean is generally increase the minimal weight of all cars.....say from 600kg with driver to 650kg.

I don't know if u recall, during most races the commentators always mentioned with extra kilo of fuel, the car will slow down by 0.1 sec over a lap.
