You can begin a learner's permit @ 15.... some places at 14 and 8 months...

You can still drive at 14 in South Dakota. Although, she is clearly not in or from South Dakota in this video.

Actually I have come across rich spoiled kids behaving this badly in a couple of cultures.. this is not a phenomena reserved for the USA.. not by a long shot.
