I'd say chances are the owner's not Saudi as he's not wearing the national dress which is worn by most. I wouldn't be surprised if he was a western expat working in Saudi, I hear they get filthy rich there...

Actually as far as I know, most of them in Europe (picture taken in Paris) just dump their national dress which is frankly out of place there ;)
