I usually tip the standard customary 15%. If the service is excellent, then it goes up to 18% to 20%. If it is bad or below average then 10%. If it is horrible then I leave 5% or less.

And yes, I heard of the sob story that waiters and waitress don't make anything. But at the same time it is their job, so do it and make your money's worth. So shouldn't expect 15% for just showing up to work.
