If you mean like making a VCD nero can do it automatically.

Download TMPGEnc from www.tmpgenc.net and encode the avi using the VCD template.

Tsunami MPG Encoder ^^^ is nice quick application. Supports remuxing files ripped from VOBs, takes many input formats to all the MPEG standards..
Well worth it.

In general, each minute of video takes around 10M as a VCD. When you're burning the mpg as a vcd (using program like Nero), you can fit 800M on a 80min cd. So basically it's like audio cd. Hopefully this isn't too confusing ;)

get all video splitter from http://www.zealotsoft.net/
then convert each of the parts to VCD. To do that, you use TMPEG then the output file is a VCD compatible .mpeg and then you burn it using nero selecting VCD option.
Takes time but if you really want it go for it.

An easier way would be to edit in TMPGEnc. You can select start and end point in the "source range" option in the advanced tab.
