To me that looks like four cheap capacitors in a cheap box with fancy cables to attach it. Technically speaking this would be a WOFTAM.

sun automobile also makes a voltage stabilizer. there aren't many reviews of it, but the ones i've found have been very positive. their hyper ground cables have also gotten rave reviews as one of the most cost effective upgrades out there. they're actually offered as an oem option on a lot of cars in japan, and are offered as an option on the Lancer Evo8 in the USA.
