Hard choice, but I'd have to say Ralph takes the cake. Barney isn't exactly a genious, nor is Dr. Nick.

IMO Dr. Nick Riviera. Remember when homer had to have life-saving surgery? Lisa had to guide him through the whole thing because all he remembers from med school was booze and chicks. The next incident that leads me to believe he is a retard is when he blows up his office, and says, "Inflammabl means flammable? What a country!"

Maud flanders is the most pointless, hence why she is dead in the series now. every other re-occuring character is priceless!
