testimony to the 9/11 Commission of an exchange he overheard on 9/11 at the Pentagon between Cheney more... and someone telling him about the progress of an incoming object and asking if "the order still stands." Further research shows it's likely that Cheney's conversation was referring to a stand-down order for an object approaching the Pentagon. Regardless of what actually hit the Pentagon, it seems Cheney made sure it got to it's target. This testimony was edited out of the 911 Commissions final report

Or... maybe... just maybe... it could have been the plane in Pennsylvania... Or it could have been that they were attempting to stop the plane in some other way that failed. Or it could mean that they were about to shoot down one of the planes. Jump to conslusions.. Jump Jump Jump..

Mineta himself thinks this exchange was telling them to shoot a plane down in fact. So essentially your jumping to a different conclusion then he is.
