Well i was looking around for 07 specs on the R6 and came across a thread that was saying that the 17,500 rpm was a great misrepresentation and in actuallity when the tach shows it revving to 17,5k it really is revving to 16k rpm. They're offering to buy back the bikes, but this has got to be one of the biggest false advertisements i've ever heard of. Dyno test proved the problem. They talked up the 17.5k rpm redline, but it turns out to be totally false and they knew they were misleadin the public. Here's the thread and an article on the topic.

Were they down on power from what they were supposed to be because of the lower rpm?

no they werent, anything over 15k is just an overrev, for when your down shifting. the race ecu for the new r6 allows it to rev trully to 17.5k, and the true rpm is actually 16.2 I beleive.
